As far as anyone knows Ukraine Air Alliance (UAA) doesn't have a UR-CIC but MEM is their flight-number prefix.
If you go by the serial number 01347701, this is Grodno Aviakompania's EW-435TI from Belarus which was scooting around in South Africa 2 days ago.
A Belarus operated charter from Kiev, today, is unlikely. So, UAA would appear to be the safest bet, at least for now.
Yes, MEM is or was the Meridian Aviation prefix but they've reorganized.
The supreme irony is that most NATO and UN transports are done by Ukrainian operators flying ex-Soviet military gear. The remainder is done by Azerbaijani operators flying...yep : old Soviet machines.
It's complicated.
