This is a personnel CMB. Quite a few of them are flagged "LADD" aka BLOCKED these days. Not sure if that is a good idea : it attracts attention.Navy personnel travelling from Bahrain to Aqaba via an odd route that takes them over Iraq rather than the usual route via Saudi. Why ?
