This is in fact not a C-130 but an L-100, the commercial variant of the prolific military transport plane. If I had to guess it is an L-100 / L382 owned and operated by Gulf Air Group who we've seen active in Iraq. Other candidates are Lynden Air Cargo who are part of the US State Department's Air Reserve Fleet or Libyan Arab Air Cargo, they also fly this type of aircraft and the latter's presence would make sense in a Turkish context.Resources
