We'll assume "military".Why Ostend ? Reasons.
One of them being that it is one of the few airports that'll have them.
Most of these ancient Soviet beasts are banned from EU airspace : too noisy, too much pollution and...dodgy in more than one way.
But again, it looks like they and Motor Sich have stepped in to pick up the Meridian traffic seeing -- as I understand -- they have lost their license to fly after the crash in Greece.
