However, I'd be surprised if this is Putin returning from the border with North Korea. Apart from being otherwise engaged he is also not a keen flyer. It's more likely to be someone like Foreign Minister Sergey Lavrov.
I think the point here is : Russian bigwig appears to meet with North Korean brass, but does not fly into Kim young one's hermit kingdom.

As SHU5457 shows Russian aircraft do fly into North Korea but I guess the Presidential Unit would attract too much attention.
